                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To provide for an advisory referendum election to be held in 
  1- 2  Union County for the purpose of determining the form of 
  1- 3  county government desired by the people of Union County; to 
  1- 4  provide for procedures, requirements, and other matters 
  1- 5  relative thereto; to repeal conflicting laws; and for other 
  1- 6  purposes. 
 
  1- 7       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 8                           SECTION 1. 
 
  1- 9  It is the purpose of this Act to provide for an advisory 
  1-10  referendum election to be held in Union County to determine 
  1-11  the form of county government desired by the people of Union 
  1-12  County. 
 
  1-13                           SECTION 2. 
 
  1-14  (a) Unless prohibited by the federal Voting Rights Act of 
  1-15  1965, as amended, it shall be the duty of the election 
  1-16  superintendent of Union County to issue the call for an 
  1-17  advisory referendum election for the purpose of submitting a 
  1-18  question to the electors of Union County  to determine the 
  1-19  form of county government preferred by a majority of the 
  1-20  electors voting at said election. The election 
  1-21  superintendent shall conduct the election on the date of the 
  1-22  July, 2000, county primary election.  The election 
  1-23  superintendent shall issue the call and conduct that 
  1-24  election as provided by general law.  The election 
  1-25  superintendent shall cause the date and purpose of the 
  1-26  election to be published once a week for two weeks 
  1-27  immediately preceding the date thereof in the official organ 
  1-28  of Union County. The ballot shall have printed thereon the 
  1-29  following: 
 
  1-30                 "Advisory Referendum Election 
 
  1-31    Select the form of county government for Union County 
  1-32    which you favor by placing a check mark (/) or (x) in the 
  1-33    appropriate space below.  Choose one only: 
 
 
 
                                 -1- 
 
 
 
  2- 1      _________ Retain the current sole commissioner form of 
  2- 2                government. 
 
  2- 3      _________ Establish a board of commissioners." 
 
  2- 4  (b) It shall be the duty of the election superintendent of 
  2- 5  Union County to tabulate the results of such election and to 
  2- 6  certify the results of said election to the Secretary of 
  2- 7  State and to each member of the General Assembly whose 
  2- 8  senatorial or representative district lies wholly or 
  2- 9  partially within Union County.  The expense of such election 
  2-10  shall be borne by Union County. 
 
  2-11  (c) It is found, determined, and declared that the holding 
  2-12  of the advisory referendum election provided for in this 
  2-13  section is in all respects for the benefit of the people of 
  2-14  Union County and is for a public purpose and is an essential 
  2-15  governmental function for which public funds may be 
  2-16  expended. 
 
  2-17                           SECTION 3. 
 
  2-18  All laws and parts of laws in conflict with this Act are
