                             A RESOLUTION 
 
  1- 1  Paying tribute to Joseph E. Kennedy; and for other purposes. 
 
  1- 2  WHEREAS, Joseph E. Kennedy will long be remembered as a 
  1- 3  distinguished public official who was a statesman and a 
  1- 4  leader among his political peers and who contributed 
  1- 5  substantially to the quality of life in his native Georgia; 
  1- 6  and 
 
  1- 7  WHEREAS, he was a lifelong resident of Evans County, a 
  1- 8  graduate of Georgia Military College which awarded him their 
  1- 9  Distinguished Alumni Award, and a veteran of the U.S. Army 
  1-10  who was awarded the Bronze Star, the Korean Service Medal, 
  1-11  and the United Nations Medal with two battle stars in the 
  1-12  Korean War; and 
 
  1-13  WHEREAS, he was elected to the Georgia Senate in 1966 where 
  1-14  he represented District 4 in southeast Georgia, and he was 
  1-15  re-elected to the Senate 12 times for a total of 24 years in 
  1-16  recognition of his talent and integrity; and 
 
  1-17  WHEREAS, in 1983, he was unanimously elected by his fellow 
  1-18  Senators to the leadership position of President Pro Tempore 
  1-19  in recognition of the abiding respect and esteem in which he 
  1-20  was held; and 
 
  1-21  WHEREAS, throughout his tenure in the Georgia Senate, his 
  1-22  financial and accounting skills, knowledge of state 
  1-23  government, and commitment to economy and efficiency were 
  1-24  valued, and his counsel, direction, and endorsement were 
  1-25  actively sought by both legislative and executive leaders; 
  1-26  and 
 
  1-27  WHEREAS, his vision and insight greatly benefited the 
  1-28  Georgia Department of Corrections where he facilitated the 
  1-29  expansion of the inmate farm program with the acquisition of 
  1-30  the farm near Lyons named in his honor and was appointed 
  1-31  executive assistant to the commissioner in 1991; and 
 
  1-32  WHEREAS, he was instrumental in promoting Georgia Southern 
  1-33  College to the rank of Georgia Southern University, and 
  1-34  Governor Miller appointed him to the Board of Regents of the 
  1-35  University System of Georgia in March, 1997, in recognition 
  1-36  of his commitment to educational excellence.

  2- 1  NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the 
  2- 2  members of this body pay tribute to Joseph E. Kennedy, their 
  2- 3  friend, former colleague, and esteemed leader, and convey 
  2- 4  their sincerest sympathy to the members of his family. 
 
  2- 5  BE IT FURTHER RESOLVED that the Secretary of the Senate is 
  2- 6  authorized and directed to transmit an appropriate copy of
